Regarding the budget for the stadium construction, the "enabling report" (p38) submitted to the council sets the "feasibility estimate of costs for the delivery of the football ground facilities" at £11.5m:

The breakdown of this estimate is redacted from the public version on the council's website. (Commercial sensitivity?)

Strange, they all changed since I posted them - I've updated them now. If they fail later, go into the main planning application link at the top, and look for the headings.
